Why the 35% Salary Tax Bracket Now Starts at Rs 7 Million in 2026-27

The top salaried band moved from Rs 4.1 million to Rs 7 million. Who that changes things for, who it leaves untouched, and what changes at each new threshold.

What actually changed between the two schedules

Under the salaried table for tax year 2025-26, the top band began at Rs 4,100,000 of annual taxable income: Rs 616,000 of fixed tax plus 35% on everything above that line. The 2026-27 table keeps 35% as its top rate, but only above Rs 7,000,000, where the fixed amount is Rs 1,424,000. Between the two lines sit two new bands that did not exist last year, Rs 4,100,000 to Rs 5,600,000 taxed at 29% (fixed Rs 541,000) and Rs 5,600,000 to Rs 7,000,000 taxed at 32% (fixed Rs 976,000). The two middle bands below also came down, from 23% to 20% and from 30% to 25%. The move from Rs 4.1 million to Rs 7 million is therefore not a single edit to one threshold; it is a restructuring of the whole upper ladder.

Both schedules in this site’s data were verified on 2026-10-10 against Federal Board of Revenue material that was live on that date, specifically the Finance Bill 2026 and the Salient Features of Budget 2026-27 for the current year, and the Finance Bill 2025 and its budget paper for last year, with the enacted Finance Act 2026 as the gazette counterpart. Everything on this site remains an estimate to verify against the current FBR schedule rather than an official determination.

Who moves out of the 35% band

Anyone whose annual taxable salary falls between Rs 4.1 million and Rs 7 million — roughly Rs 341,700 to Rs 583,300 a month once you divide by twelve — no longer has their top rupees taxed at 35%. Running the calculator on both schedules shows the size of it. At Rs 5 million a year the estimate drops from Rs 931,000 to Rs 802,000, a saving of Rs 129,000. At Rs 5.6 million it falls from Rs 1,141,000 to Rs 976,000, and at Rs 6 million from Rs 1,281,000 to Rs 1,104,000. At Rs 7 million itself the difference is Rs 207,000, from Rs 1,631,000 down to Rs 1,424,000. In effective terms a person on Rs 6 million goes from paying about 21.4% of gross to about 18.4%.

The boundary cases are worth checking in particular. Someone standing at exactly Rs 4,100,000 was, last year, right at the bottom of the 35% band; their 2026-27 estimate is Rs 541,000 instead of Rs 616,000, and monthly take-home on that income rises from about Rs 290,333 to about Rs 296,583. Nothing about their salary changed — the ladder underneath them was rebuilt.

Who does not move

The bands up to Rs 2,200,000 are identical in both years: nothing on the first Rs 600,000, 1% up to Rs 1,200,000, then Rs 6,000 plus 11%. The calculator confirms this directly — a monthly salary of Rs 60,000 produces Rs 1,200 of annual tax in either year, Rs 100,000 a month produces Rs 6,000, and Rs 150,000 a month produces Rs 72,000, all with the same take-home and effective rate. If your taxable income stays below roughly Rs 183,300 a month annualised, the 2026-27 restructuring is not about you.

At the other end, a person above Rs 7 million never left the 35% marginal band; Rs 7.2 million was in the 35% range last year and still is this year. What changed for them is the road up: the same Rs 7.2 million is estimated at Rs 1,701,000 under the 2025-26 table but Rs 1,494,000 under the 2026-27 table, because more of their income now sits in the flatter 20%, 25% and 29% bands rather than being pulled into the steeper 30% and 35% ones. The saving comes from the restructuring, not from the top rate itself.

What changes at the boundary

For planning, the useful number is the marginal cost of the next rupee. Last year, everything above Rs 4,100,000 cost 35 paisa per rupee. This year the first rupee above Rs 4.1 million costs 29 paisa up to Rs 5.6 million, then 32 paisa up to Rs 7 million, and only beyond that line does 35 paisa return. A run of the calculator at Rs 4,100,001 for 2026-27 prints about Rs 541,000 of tax, which is precisely the Rs 541,000 fixed amount plus 29 paisa on the extra rupee. Raises, bonuses and arrears that land in the Rs 4.1–7 million corridor are taxed more gently this year than the same income would have been taxed last year.

The other side of the boundary discipline is that crossing Rs 7 million does not convert the whole salary into 35% income. A person at Rs 7.2 million pays 35% only on the slice above the threshold, and the calculator reports their effective rate as about 20.8% while showing the 35% marginal rate. Read thresholds against annual taxable income, not the gross figure on one month’s payslip, and remember that bonuses and allowances count towards the annual total that the test uses.

Reading the 2026-27 ladder as a whole

Each fixed amount in the new table equals the tax computed at that band’s lower threshold under the band before it, so the ladder is continuous: Rs 116,000 plus 20% on the next million gives Rs 316,000 at Rs 3.2 million; the 25% band then builds Rs 541,000 at Rs 4.1 million, the 29% band Rs 976,000 at Rs 5.6 million, and the 32% band Rs 1,424,000 at Rs 7 million, which is exactly the fixed amount the 35% band starts from. A higher band changes only the rate applied to income above its line, which is why a raise that crosses Rs 5.6 or Rs 7 million still increases take-home pay.

The practical takeaway is to annualise first and compare second. Take the twelve-month taxable figure, find which rung of this specific ladder it sits on, and check the result against the schedule FBR currently publishes for 2026-27.
